VIDEO SURVEILLANCE POLICY

1. Purpose of Video Surveillance
MetCap Living Management Inc. (“MetCap”) uses video surveillance systems (CCTV) to promote the safety and security of residents, employees, visitors, and property assets. Video surveillance is used as a preventative and investigative security measure, not as a tool for monitoring personal activities or tenant behaviour unrelated to security.


2. Legal Authority
This policy is governed by:
  • Personal Information Protection and Electronic Documents Act (PIPEDA)
  • Applicable provincial privacy legislation
  • Guidance from the Office of the Privacy Commissioner of Canada (OPC)
Video recordings that can identify an individual constitute personal information and are handled accordingly.
3. Where Cameras May Be Located
Cameras may be installed only in common or public areas, including:
  • Building entrances and exits
  • Lobbies and hallways
  • Elevators (where permitted)
  • Parking garages and parking lots
  • Exterior perimeters and shared outdoor areas
Cameras will not be installed in:
• Individual rental units
• Washrooms or change rooms
• Areas where individuals have a reasonable expectation of privacy
Camera placement is deliberately configured to avoid capturing the interior of private units or neighbouring properties.

4. Notice of Surveillance
Clear and visible signage is posted at properties where CCTV is in use. The signage identifies:
• That video surveillance is in operation
• The general purpose of the surveillance
• A contact method for privacy related inquiries
Tenants are not individually notified every time footage is reviewed, but are informed that surveillance exists through signage and privacy documentation.

5. Use of Video Recordings
Recorded footage may only be used for legitimate purposes, including:
• Investigating security incidents, vandalism, or criminal activity
• Supporting health and safety concerns
• Assisting law enforcement agencies upon lawful request
• Risk management, insurance, or legal proceedings
Footage is not used:
• For general tenant monitoring
• For employee productivity assessment
• For enforcement of tenancy terms unless related to safety or security

6. Access to Footage
Access to CCTV footage is strictly restricted to authorized personnel with a legitimate business need (e.g., management, security, legal counsel).
Resident Requests
Residents may request access to footage only if:
• The request relates solely to the resident themselves, and
• Disclosure does not reveal personal information of other individuals
Footage that captures other residents, employees, or visitors will not be provided, as this would violate privacy laws. In such cases, residents may be advised to contact law enforcement.
Law Enforcement
Footage will be disclosed to police or other authorities only upon receipt of a lawful request
